David A. Swartz & Maurice T. Donovan Recipients of the 2001 Brooks Patterson Community Leadership Award

David Swartz and Maurice "Tim" Donovan received these Community Leadership Awards for significant volunteer accomplishments in community planning and development by working with Village of Franklinville and Cattaraugus County officials:

• Red Bricks Were Installed on Route 16. Village policy was implemented to have NYSDOT replace black asphalt with red bricks as the highway surface on Route 16 within the Historic District, giving the downtown a distinguished image.
• Underground Wires and 23 New Street Lamps Were Installed. Village requests were implemented by Niagara Mohawk to remove all poles in Park Square, place all wires underground or behind buildings, and install 1800s historic style street lamps around the Historic District.
• A Housing Conservation Subdivision Was Designed. Working with "Rural by Design" consultant Randall Arendt, and the SUNY/Buffalo School of Architecture, one of the most unique and desirable housing subdivision proposals in western New York was designed for the Village of Franklinville. 
• Connections Were Proposed Between Downtown and Village "Edges". The Cattaraugus County "trails" concept was developed into new proposals to connect the downtown Historic District to Case Lake and Ischua Creek.

The dedicated work of David Swartz and Maurice "Tim" Donovan has resulted in a more beautiful and desirable community, and related proposals are expected to create a pedestrian-friendly community environment in the 21st Century.

Maurice T. Donovan passed away on January 3, 2003 at the age of 67.
