In accordance with 44 CFR §9.8 for Executive Order 11988 and 11990
New Albion Culvert No. 27 (County Road No. 6/New Albion-Leon Road)
Cattaraugus, Cattaraugus County, New York

Notification is hereby given to the public of the intent of the Department of Homeland Security-
Federal Emergency Management Agency (DHS-FEMA) to provide federal funding to Cattaraugus
County as subrecipient for the replacement of an existing culvert to prevent overtopping of water
and debris backups during storm events along County Road No 6 / Leon Road, Cattaraugus,
Cattaraugus County, New York through the Hazard Mitigation Grant Program (HMGP). The
purpose of HMGP is for communities to develop hazard mitigation plans and rebuild in a way that
reduces, or mitigates, future disaster losses. This notification is given in accordance with Executive
Order 11988 (Floodplain Management), 44 CFR Part 9, regulations for implementing EO 11988,
and the National Historic Preservation Act (NHPA). 

The project is to be located at County Road No 6 / Leon Road, Cattaraugus, Cattaraugus County,
New York (42.29909, -78.87956). The proposed scope of work consists of removing and replacing
an existing damaged culvert with a new concrete culvert capable of alleviating roadside damage
caused by repetitive overtopping of water. Currently, stream erosion and gravel bar deposits are
ongoing both upstream and downstream from the existing culvert, posing a threat to property and
safety in the area.

This action would take place within a “Rare” flood frequency classification with the USDA and a
mapped riverine wetland. Alternatives considered include: 1) no action, 2) the proposed alternative
to replace concrete culvert, or 3) replacement with Corrugated Metal Pipe (CMP). FEMA has
determined that removing and replacing the existing culvert with a new concrete culvert to alleviate
the debris build up and overtopping of water onto the road. Potential floodplain and wetland
impacts are anticipated to be temporary during construction and minimized through best
management practices and conservation measures incorporated from resource agency
recommendations and required regulatory permits.
